From May 30th, 2016 to June 2nd, the ninth national congress of China Association for Science and technology was held in Beijing. Mr. Zhang Youbin, vice president of HUAT attended the conference as the only one representative of Shiyan City. It is reported that the grand conference has been the highest in rank, the largest in scale and widest in range ever since the foundation of the Peoples’ Republic of China. It is also a conference to mobilize the general assembly to enter the rank of scientific and technological powers in the world and a milestone of the development of science and technology of China.
President Xi Jinping and Premier Li Keqiang made a speech at the congress. As a participant of the conference, Mr. Zhang Youbin submitted a written proposal entitled “Decentralization and distinction so as to stimulate the vitality of scientific and technical workers of universities."
